Apple Music Won't Play Songs I Added

I'm a DJ and I get full albums through the label and record pools. I'm not understanding why many songs are greyed out and won't play. Some songs in the same album will play, but many won't.

I have already tried:

Restarting the music app
Reinstalling the music app
Resetting network settings
Restarting the iPhone
Signing out of iCloud and signing back in.
Erasing all content and settings (I restored from backup, I might need to try this again without restoring)

MacBook Pro 15″, macOS 10.14

If you are seeing songs grayed out in your Apple Music library, this could be for a number of reasons. This article walks you through why this may happen:

If this continues and these songs are available in Apple Music in your region, please provide more details on what happens when you try to play one of these songs and if you get an error message of some kind.
