Turning on Apple Watch

I am new to Apple Watches. When I attempt to turn my new 7 series watch on I only get a charge cord icon with a red bolt on the charger end. Does this mean the battery is dead and needs charging before the watch can be turned on?

Apple Watch 6 will not charge My Apple Watch does not charge if the battery is completely drained. The red lightning bolt turns to green but still does not charge. Does anyone know why my apple watch is not charging? I have had my watch on the charger for about an hour now and it is not charging. I have tried to clean the charger and watch off, but that didn’t work. When I hold down the crown, a red lightning bolt shows up, and it shows the time in green. I’m not even able to restart my Apple Watch by holding down both buttons.

Yes it does,charge it for about an hour then press and hold the elongated side button until you see the apple logo on the screen then let go of the button.
