If you elect to share an iCloud Storage plan, it is available to everyone in your Family Sharing. Those who have the free 5GB plan are automatically added but those who already have a larger plan have a choice of whether to keep their plan or join the shared plan. Family Sharing members over 13 years of age can leave Family Sharing (this affects everything in Family Sharing, not just iCloud Storage): See: Leave Family Sharing - Apple Support
