How do I stop a iPad from closing out my tabs?
I would keep about 15 tabs open that I use daily And suddenly there are no tabs after a couple hours they just disappear. How do I get them back or keep them?

iPadOS15 permits you to have multiple “instances” of the same App - each instance being self contained. The shelf, when triggered, shows a thumbnail of each running instance of an App.
For example, if you have three running instances of Safari, each with its own set of open tabs, you will see three thumbnails corresponding to each running instance of Safari - plus a button to open a new instance of Safari. Simply tapping a thumbnail will switch directly to that running instance of Safari. Each App - such as Mail, Safari, Notes, Calendar, etc. - has its own corresponding shelf.
Individual open instances of an App can be closed directly from the Shelf; just swipe the unwanted thumbnail off the top of the screen. Note however, that Multitasking and associated Shelf functions cannot be disabled.

Safari tabs can be configured in Safari Settings to automatically close after one day, one week, one month - or manually - but will not automatically close in a matter of just a few hours.
Settings > Safari > Close Tabs
If your tabs are closing in the timescale that you mention, or at all if set to Manual, then something is either causing Safari to quit without saving its running state, or something else is closing your tabs.
You may need to establish the circumstances in which tabs are seeming closing. We benefit of more information, contributors here may be able to offer more insight or specific guidance.
As far as I can see I didn’t do anything to cause this. A few days ago, and I will just wander away for an hour here or there. I would come back to find out that the tabs were missing. I use those at tabs every day and don’t wanna have to reestablish them every few hours. It happens whether I turn off the ipad or not . I googled it and went through several of the same suggestions and that was to go to Safari and make sure that I have manual checked for tabs. I did have manual I still have manual and yet this is happening I have found that in the last month or so all those little tabs are also on the bottom of my page and I usually just swish them them down and they disappeared, but it never affected the tabs.. This is a new iPad I got it back in late November . I also have AppleCare.
You mention visibility of the Safari Shelf. Each of the thumbnails represents another open instance of Safari. Have you tried looking through these (just tap on a thumbnail to select it) to see if your apparently disappearing tabs are, in fact, still open in another Safari window?
I did figure that out, but they have been there for a while and I was trying real hard to figure out why they suddenly appeared. At the time I still had tabs of top. If I hit certain tabs it will bring all the tabs back. If they’re email tabs nothing happens it’s a hit and miss game, I just wanna go back to the way it was having tabs up top and preferably no tabs on the bottom.
