The hotspot feature supports both WPA2 and WPA3 on an iPhone 11. Here is some troubleshooting guidance→If Personal Hotspot is not working on your iPhone or iPad (Wi-Fi + Cellular) - Apple Support. And iPhone 12 or later defaults to WPA3, but you can allow WPA2 by turning on Maximize Compatibility. This is not needed for an iPhone 11.
