To do mirroring of your iPad to your Samsung smart TV, you need to have a home, wireless, WiFi network setup in your home from your “local”/“regional” Internet Service Provider.

Then, you can use Apple's AirPlay feature/app built into Samsung TVs and if using a iPadOS compatible iPad to use AirPlay feature, also, found in your iPad, between both of your devices.

Make sure your both devices are using the same home WiFi network and logged into the same WiFi network ID and password.

To activate AirPlay iPad mirroring to your Samsung smart TV, on your iPad, you need to swipe a finger downward from the upper right hand corner of your iPad to reveal the iOS/iPadOS Control Panel.

Then tap an icon that either says “screen mirroring” or has an icon that looks like two rectangle shapes that overlap each other.

AirPlay on your Samsung TV should activate/launch automatically, and will pop-up a code that you will need to input into a pop-up block that will appear on your iPad.

This will activate AirPlay mirroring of your iPad to the Samsung TV and you should see your iPad's screen appear on the Samsung TV.

Apple's AirPlay features ONLY work over a wireless, WiFi connection ONLY.

This CANNOT be done using any wireless Bluetooth connections.
