Are you using an Admin account right now?

At the first page of System Preferences > Network, unlock the padlock and try again?

Do you have System Preferences > Profiles section visible?

If so, see if there are VPN-related profiles loaded there.

The System Preferences > Profiles section is only visible if there are Profiles loaded.
