Trying to unlock an 'unavailable' locked iPhone, but I don't have iTunes on my Mac

You don’t need and can’t use iTunes on Catalina or later, as it doesn’t exist. Instead you use Finder. And if you have 15.2 or later you don’t need a computer at all.
If your iPhone has iOS 15.2 or later installed, check out this link→How to reset your iPhone, iPad, or iPod touch when you forgot your passcode - Apple Support. Otherwise:

After restoring the phone using one of the methods above you can restore your most recent backup.

I’ve been using Monterey 12.4 with no problems at all. What problem are you encountering? Note that Monterey does not have iTunes, it has been unbundled into separate functions; Music, TV and Podcasts. In addition, syncing iOS devices has been moved to Finder.
