After almost one year, iTunes Match, through iTunes for Windows, still does not synch across all my devices. Should I just cancel iTunes Match?

Should I just cancel iTunes Match, buy an iMac, or go to YouTube Music?

Check here -> If songs are missing from your music library after you turn on Sync Library - Apple Support
