I lost 2 remotes and have been using the Remote app on my iPhone 11 Pro Max. But unfortunately the App doesn't work when you reset the Apple TV, which I had to do because of a hotspot issue. So, I'm unable to control my Apple TV.
I don't own a Mac, and I don't have a bluetooth keyboard, but I can get one if that's a possible way to set up the Apple TV.
Never mind, I was able to pair the Apple TV remote App with the Apple TV 4K. I restarted my iPhone then connected to Wifi and opened the Apple TV remote App. And had to input a code into the Remote App that appeared on the Apple TV screen.

You’ll need a functional remote to set up the network connection, before you can use the software remote on iPhone.
You could temporarily borrow one, if you know someone that will lend it to you for a few minutes.

For what it’s worth there are AppleTV remote cases available now that have a slot for an Air Tag so you can find a lost remote.
That's a good idea, just have to buy another remote, although I might as well just upgrade to the ATV HD and buy some tags. Cheers.
