What happens when you download something from a pop up saying that hackers are watching and need to download something to protect my connection? What was downloaded? Is it safe? What actions should be taken?

Most likely that's a scam/phishing attempt.
IGNORE it and DO NOT give any personal info to anyone.

If you receive a suspicious email or SMS text message that looks like it's supposed to be from Apple, please email it to reportphishing@apple.com.

Am I being watched from what was downloaded?
No, but you should delete any bogus app you may have downloaded. Also check for and cancel any subscriptions to that bogus app.
