Pairing Apple Watch with iPhone 13

I was in the process of pairing my Apple Watch with my new iPhone 13 and the Apple symbol appeared on my watch with a circle around it that started to fill in. Then it froze and will not do anything. I have pushed the button on the right side- nothing, pushed and turned knob on right side-nothing. Can’t get the watch to do anything. Have tried multiple times to use the pairing app, but the watch screen is not moving. Need help.
