Why won’t my screen recording work even though I’ve done everything the pop up tells me to do?

As you can see my “Screen Restrictions” are turned to “Allow” on “Screen Recording”, but this did not change my issue. So I went to “AirPlay” and turned the setting to “never” witch also didn’t help me. When I then tried to turn off “CarPlay” the loading sign didn’t change, so I figured that was because there were no cars near me. When I finally got to “Screen Mirroring” the loading sign in the top right hang corner continued to spin for 30 minutes before I called it quits. I then rebooted my phone and tried it again to no avail. I’m very frustrated!
