My family and I are using 197GB of 200GB iCloud storage plan which I pay £2.49/month.
if I subscribe to Apple One Family plan (which comes with 200GB iCloud storage) can I still pay for the above so my storage doubles to 400gb?

Yes, you can. The iCloud storage purchases are independent of what you get from the Apple One Family bundles. You can still pay for both and get 400GB of storage.
