Consodering moving to Apple system. Would Philips 246e monitor be "adequate" initially, for non specialist use with Mac Mini M1. Presume wireless Logi k545 mouse/ keyboard would also suffice, initially.

You won't know until you connect the peripherals. As this is a 1920x1080 display, and has an HDMI port, that would be your connectivity choice from the M1 mini. The monitor has no USB-C ports, only VGA or DVI-D.
The system requirements for that Logitech k545 keyboard/mouse setup is Windows and uses a Logitech unifying receiver, not bluetooth. You can plug that unifying receiver into the Mini's USB-A port (there are 2) and hope for the best, but if this k545 setup depends on Windows drivers too, then it won't be compatible.

It would certainly work, if that's what you're asking, as the Mac mini will connect to pretty much any monitor. Depending on the kind of "non-specialist" work, though, you may want a higher DPI. It's completely up to you!
"Non specialist"-- ie very amateur photographer, photos are "old" and content more important than image quality, with no need for powerful image manipulation etc. Main issue ist that it should actually work. If satisfied otherwise I could upgrade monitor later. Thanks for help. J
