Hello.
I am starting college soon and I need a new laptop, my Dad has ordered a M2 MacBook Pro and bought AppleCare+ for it as advised by an Apple phone support representative because I am under 18 and it is an insurance policy. When I receive the Mac, would he need to sign in with his Apple ID first to register the AppleCare+ policy to him, because I am under 18, or does it not matter who signs in first because he has got the proof of purchase for the plan.

Users have nothing to do with AC+. If that were not the case, your 8yo cousin couldn't use any Apple device that carried AC+.
In fact, you SHOULD set up the Mac if you're going to be the primary user. Just be sure to backup regularly, let the battery circuitry take carte of the battery, charge when needed use the battery when needed and always have a second Admin user for security. Profiles do get corrupted. You can set up that secondary/standby admin user if you wish as there are few limits on users.
Standard users are there for those people you wish to use it but don't want to have the ability to change settings. Like your 8yo cousin who loves to tinker.

No. Setup is not a paid service and you can have any number of diverse users with passwords.
The actual buyer needs to be the person who establishes the extended warranty and uses his name on all official documents to prevent confusion in the future.
Like I said, you might could make it happen, but why? Dad is buying it, dad is paying for AC+ and dad should have his name on the documents. It'll just be simpler in the future when/if questions arise. It's like him buying you a car. He closes the sale, signs the papers, he'll have the insurance in his name and you'll just be an allowed driver. Same sort of thing here.
Ok, Thanks. Yes, His name is on all of the official documents because he bought the Mac and AppleCare+ in his name. I just waned to know if I could setup the Mac when It arrives and register the Mac to my Apple ID and to make sure that wouldn't confuse the situation with AC+.

Thanks, You have cleared everything up. I have a MacBook already from 2013 so it will be a welcome (but expensive!) upgrade; I just wanted to make sure that I didn't mess up the AppleCare+ protection for it as I'm sure you can appreciate.

The actual buyer needs to do it. You probably could, but to prevent future confusion the buyer needs to be the one. All the names will therefore match on all the official paperwork.
Just to clarify, The actual purchaser of the AppleCare+ plan needs to sign into the MacBook for the first time and set it up?
