Nowhere to edit EXIF location

I'm searching for clues and finding no answers.

When I want to edit correct location for a JPEG photo that's missing location information, what do I do if there's no "assign location" option in Finder Info and in Preview the bottom portion of the EXIF pane shows blank? See attached. Also in GraphicConverter, the EXIFtool shows everything but location. Any help?

Thanks. I've actually found the solution myself. Yes, GraphicConverter is the way, but more direct is the menu item that looks like a pin icon, then Add or Edit GPS Values with Map, paste coordinates, press ENTER, save or overwrite, then save as new file.

In GraphicConverter's Browser select image(s) > Edit > Paste coordinates like "29.9769, 31.1351".

You can copy the coordinates from Google Maps, for instance. (Notice that the copied coordinates from Google Maps has absurd amount of decimals so you might want to truncate it. Sites like Google Photos might not show positions in decimal degrees with more than 5 decimals after the dot.).
