Debit card in account settings keeps failing

After the last update, about three weeks ago I keep getting notifications that my payment method declined. Card didn't change and was working fine. I tried to remove it to reinstall it but the interface wont allow it. Thoughts?

Possible fixes.   Fix ‘Your Payment Method Was Declined’ Error In App Store.  -
