APPLE has scammed me by using 17.16 GB of MY 64 GB iPhone storage, to actually make my iPhone work, turning my iPhone REAL storage to: 46.84 GB (64 GB of storage is ok for me, but 46.84 GB is NOT)

On every computing device, the operating system uses some device storage. That’s true for MS Windows, MacOS, Android, iOS, iPadOS, Chrome, Linux.
The operating system has to be stored somewhere and it has to be stored on the bootable device storage to work.
There is no scam here.
