When I try and update a game, download a game, or buy anything with my card it brings me up to this menu. I've tried everything that I can to fix it, signing in and out of Apple ID, updating it, using PayPal, deleting and re-adding the methods. I've looked and countless guides and none work.

To address the issue with your payment methods, make sure they are still suitable for your current region as mentioned Payment methods that you can use with your Apple ID.
This issue can occur if you have an unpaid balance. If there is a lingering balance, make sure to make payment to move forward. If your payment method is declined in the App Store or iTunes Store
If there isn't a balance, reach out to Apple for further assistance.
