I bought a used AirTag, but the previous owner didn't remove it from their Apple ID.

I bought a refurbished Airtag from Amazon. But it seems the previous owner didn't remove the airtag from their Apple ID before returning it, so now I'm stuck with a device that can't be paired with my own Iphone. I've already tried reseting the airtag (many, many times), but each time I complete the process, I keep getting the same message: "This Airtag is already paired to another Apple ID". I need assistance.
