Am I able to download from PC to Iphone X music that is not in the Apple Music streaming service? Live albums I load tend to fail to replay, or the songs get replaced by their non-live copyrighted counterparts.

Am I able to load music if it is not in the Apple Music database? I have live albums, some would call bootlegs that are in simple Mp3 file, that either do not play or get replaced by their non-live counterpart that may be in Apple Music. I changed the songs names manually at times, but that is usually a failure, or fails over time.

That would depend on how you are trying to move them to the iPhone.

If using iCloud Music Library, and if the song can be matched to one in the Apple Music catalog, then it will use the version in the Apple Music catalog and not your own. It will only upload songs it cannot match to the Apple Music Catalog. Uploaded songs will maintain the version you have. No way to force it to upload songs however. Only ones it cannot match will be uploaded.

If you really want to keep the versions you have, your best bet is to turn off the iCloud Music Library and sync the songs directly from your iTunes Library on the PC to the iPhone rather tan relying on Apple Music: link-> Use iTunes to sync your iPhone, iPad, or iPod with your computer - Apple Support

This will copy the the songs from the PC to the iPhone unaltered.
