Storage problems with Voice Memos

Hello, recently I have run into a big problem with storage. I got a notification that my Iphone XR was out of storage (It is 64 GB). I noticed that it said that Voice Memos was taking up 28 GB of storage. So I backed up all the files on Google Drive and permanently deleted all the voice memo files and the app. However, it still shows that 28 GB is taken up by the app. I also do not have enough storage to download the latest software (15.5) because of the Voice Memo problem. What should I do???
