Do apps (Signal, Viber, etc.) have access to everything in iPhones' iOS Contacts app?
Or only some? If everything, then how does one limit what to access in Contacts?

If you gave them access to contacts (You can check in Settings>Privacy>Contacts), they have access to all of your contacts. It's an all-or-nothing setting. There is no way to limit the access to only some of your contacts.
