I can't sync a song I purchased in the iTunes Store to an old iPod shuffle - I get the message "To play Apple Music songs on your iPod, turn on Cloud Music Library on your iPod" How do I do that?

kapok,

Do you have an Apple Music subscription? if so, make sure that song in your library really is the copy you purchased (Kind = "Purchased AAC") and not the same title from Apple Music.

Then, you can sync your Shuffle: Use the Finder to sync your iPhone, iPad, or iPod with your computer - Apple Support
