I just read the support article about importing files into Notes. It did not mention that Notes can import pdf files. And when I select a folder of pdf files, they are not imported. How can I import pdf files (and hopefully multiple pdfs at the same time) into Notes?

I just tried dragging several pdf files, a few at a time, including a 25-page pdf, and it all just worked.
Don't select a folder of pdf files, select the actual files - go into the folder, Command-A to select all, and drag.

You can control-click and choose View as Small Images (or conversely, View as Large Images) to switch between a condensed display or a full display as the two examples in your post. No idea why they ended up differently, though.
I just dragged 24 pdf files to a note, ranging from one page to 8 pages each, and they all appear. In the note, only the first page shows, but by double clicking each I can see that the full content was there.

Further, when I click on any of the attachments I get this error message: "'filename.pdf' is damaged and can't be opened. You should move it to the Trash." I also tried dragging and dropping a single pdf file. It too was imported as a note with the actual pdf file as an attachment in the note. And I got the same error message when I tried to open that attachment.
I was able to open the original files by clicking on them in Finder, so the files themselves are not damaged. Any idea what's happening here? Could my Notes app be corrupted?
FWIW, I can't get that to consistently work. Plus some come in as icons. Don't know why.

Well as it turns out, the one in question is listed as Password encrypted although Preview opens it. Beats me. 😎
I found some others doing the same thing that are not listed as password protected. It's a mystery.
edit: and some import in some sort of "hybrid" state…
