Why do items like Messages and Photos appear twice in iCloud settings?

When I go into Settings>iCloud and scroll through the items that can be saved to the cloud, the option to toggle on/off apps like Messages and Photos appear twice. If I toggle off one of them, the other stays on and seemingly bypasses the off toggle. I have to make sure both Messages, for example, are toggled off to make sure Messages aren’t stored in iCloud. What’s this about?
