How do I give Excel access to my Photos? When I try to add a photo into a spreadsheet I see the option for Photos but it is grayed out. I have gone to system preferences > privacy, but excel is not listed there. Any thoughts?

Is your Photos Library set as the System Photos Library in preferences?
Let's hope someone on here has an idea, or you may have to go ask Microsoft for help. Sorry. As a workaround, you can Photos>File>Export the photos you're interested in to a folder, and then tell Excel to use "Picture from File."
I don't have excel installed, but I've just tried word, and it works (though the first time it didn't and I had to cancel then try again). Word also does not appear in privacy (I don't think that is needed for the photo browser).
I'd suggest restarting your mac - and if that doesn't fix it, try a safe mode restart.
In preferences, the circled button should be greyed out. If it isn't, then click it.
But if it works with word, that is not likely to be the problem.
Does it list Photo Booth, and is that grayed out? I've never used this, but when I open Excel and go to Insert>Photo Browser it gives me a choice or Photos or Photo Booth, and both work. Even though have a different library open, it gives me choices from my system library.
I have to confirm the findings from Richard, Photo Browser is active.
Checked my settings and did not see anything where I added Excel to have rights on my photo library.
What Excel version are you using? I work with Excel 365 16.62.
I was able to confirm I have the same settings. I attempted to add a picture again and this time my photos loaded as they do with Word. I really do not know what occurred to allow the photos to load, but alas, they finally reveal themselves.

I am using 365 16.61.
This is what I see when I follow the path you show in your photo.
hit the post too soon. I can select the Photo option but nothing happens. Same for "Picture from file" path when it is not grayed out.
Grasping at straws but, 365 is a subscription service-- they charge monthly or something. Are you paid up?
Yeah it’s current and it works fine on Word. Just not sure why not with excel. Probably something I’m doing/not doing.
