Texting between iPhone and Android

I see that the animosity between iPhone and Android seems to be perpetual with the failure to send texts to Android, not vice versa. None of your tips work. What is wrong with Apple Support? I really am aggravated. Can't you tell?

Messages to any non-Apple device use SMS and MMS, which are carrier functions. If you can’t send to Android or other mobile phones only your carrier can fix it. Note that SMS requires a voice network connection, and MMS requires a cellular data connection; it cannot use Wi-Fi. In addition, you must go to Settings/Messages and turn on MMS. If you don’t have a switch for MMS that means your carrier has not added this feature to your account.
