Is it mms related? How do I turn on not giving me option?

If you have an iPhone - and both iPad and iPhone are signed-in to iCloud with the same AppleID - to send SMS/MMS messages (green bubbles) from your iPad you must explicitly enable Text Message Forwarding for your iPad on your iPhone...
On your iPhone:
Settings > Messages >
- Text Message Forwarding - set to ON - and explicitly enable your iPad from the list of devices.
- MMS Messaging - set to ON
Also ensure that Messages in iCloud is enabled on both your iPhone and iPad:
- Settings > [Your Name / AppleID] > Messages - set to ON

An iPad is not a cellular telephone (regardless of whether it’s a cellular data model). It has no capability to send or receive SMS or MMS messages.
If you happen to also own an iPhone, you may use Text Message Forwarding to interact between the iPhone and iPad.
Your iPad can send/receive iMessages to/from other Apple devices.
Can get messages on iPhone but not iPad. Problem recent able before.
