You don’t. You can pair the Siri Remote to the Apple TV box, not to a TV set or anything else.
To control (wake|sleep) your TV indirectly with the Siri Remote, activate CEC.

To control volume, the Siri Remote can already do that without any configuration, via its IR transmitter (not bluetooth).
