Backing Up On Non-Data:

You need to have 5g in your location to do so over cellular. You model is compatible with 5G. So, if that does not work, then try using a computer. Go here: Back Up iPhone - Apple Support

For a PC with Windows 7 or later you can also back up using iTunes on the PC using a wired connection.

If you have a 5G connection you should be able to back up over it.

If you have a Mac, you can back up to the Mac using a wired connection. Is that a possibility? Also possible to back up to a PC the same way if iTunes has been installed on the PC.
