Why can't I use find nearby on my iPhone to find a family member's iPhone?

Why can't I use "find nearby" on my iPhone to find a family member's iPhone, like I can to find one of my airtags?

I have an iPhone 13 Promax which has the ultra wideband technology that airtags uses. Say we're both in a large crowded building and one of us loses their phone. Using "find nearby button" I could see which direction it is and how many feet away. Using only the find my app, I'll only see it's in the same building as me, not much help.

About Apple Find My:

All is operating as intended. You would not see it in a veritable footstep. It is based off of an IP Address. This is just the way Apple designed it.
