Is this normal?

Does anyone else’s photos app just open by itself, because at times I’d see in my privacy report and in battery usage that the app has been opened and or the data has been accessed, although I checked my privacy report and it just showed that the domains that contacted it was mesu.apple.com and gateway.iCloud.com, is this normal?
