I was only able to get me so many pictures from my old phone from the iCloud and it stopped, also my other phone doesn’t work anymore and it’s been a year since and now I really want to get the rest of the photos off my old phone but don’t know how

Hello,

It is possible to download your photos via a web browser. To do this, go to https://www.icloud.com, log in with your Apple ID and choose photos.

This article further explains the steps you need to take under the heading: 'On your Mac or PC'

If your phone does not work, it will be impossible to pull data from it.
