Your photo and the nature of your issue are similarly unclear.
If you are seeing a localised patch on your iPad screen, that appears slightly brighter than the surrounding area when viewing a bright image, this is often indicative of partial delimitation of the iPad screen or its associated diffuser. If this is indeed your issue, the problem is typically only visible on a flat/continuous white screen image. If affected, the only remedy is full screen replacement - which may be uneconomic.
If your iPad is outside of its one year limited warranty - and/or you do not have benefit of an active AppleCare+ plan - the cost of a replacing an iPad screen is c.60% of the “as new” cost of the iPad.
