Repeatedly signed out of apps on iPhone

Please help! I am repeatedly signed out of my apps. Every time I close out an app I have to sign back in when I open it up again. This includes mail, facebook, instagram. I have restarted my phone and completely reset it. It still keeps happening!

Some apps in "Apps using iCloud" keep turning back on when that app is opened, after toggling off multiple times... Some apps in "Apps using iCloud" keep turning back on when that app is opened, after toggling off multiple times... even after I have tried deleting that app entirely, then downloading it again -- and there's no popup that asks to be used for iCloud. (For example, Marco Polo or Waze) I'd like to know how to keep them off! I don't want to use iCloud anymore due to privacy concerns and I want it to be totally wiped.

How to delete apps? I have gone to settings and to content and privacy and set “Deleting Apps” to allow.. but it wont let me. Next, I cleared all privacy settings which should of worked I think.. I have had this problem for ages and still won’t work.
