Is it possible to find wife’s keys with an air tag on them without her phone?

Yes, there is an option. An AirTag can be searched on an iPad or Mac where she is logged in with her Apple ID. This can be done on both devices via the 'Find My' app.
It is not yet possible to track an AirTag through iCloud.com.
