Hello,

If your contacts are in the iCloud you can easily turn on 'contacts' in your iCloud settings and they will be downloaded back to your device. Set up and use iCloud Contacts - Apple Support

Another option to restore contacts is to go to iCloud.com (sign in with your Apple ID) and then to settings. At the bottom right you will find the option 'restore contacts'. Use iCloud.com to restore and recover iCloud information - Apple Support
