I have permanently deleted photos, and if I Restore iPhone data - connecting iPhone with Mac using USB cable, will I get my permanently deleted photos back on iPhone?

If you synced your photos to iCloud, then no, because when you deleted them they were deleted from iCloud also. If you did NOT sync them to iCloud and you have a backup made before they were deleted, then restoring that backup should restore your photos, along with everything else on your phone.
