Bluetooth headphones too loud with iphone

I have tried 3 different types of bluetooth headphones with my iphone and they are all too loud on the lowest setting. I previously used wired headphones and was able to slide the volume lower than the lowest volume button and that is normally the volume i would use. I use the built in screenreader on the iphone so outside equalizer apps don’t work to fix this. I also already have it set to reduce loud sounds to 75 decibels (lowest setting).
