Dash Cam Connectivity - Wifi and Cellular Conflicts

Hi, I've been testing a few new dash cams and noticed a consistent issue across devices: the dash cams want to behave as wifi routers to connect to my iPhone 8 Plus, but the connectivity is inconsistent, specifically, there seems to be a conflict caused by the cellular radio on the iPhone. For one dash cam in particular, I learned that it requires me to toggle my phone to airplane mode to allow the wifi connection to occur, and then I can toggle back to cellular data so all desired functionality works.

Why does this occur?

For a comparison, I inspected my phone to see how it behaves in my home. It's set to take calls over wifi when it detects my home wifi network; I had understood that when I'm away from home, the phone connects to a cellular network, but when I come home the phone detects my wifi network and switches over. Upon closer inspection, it appears the phone is connected to both cellular and wifi simultaneously, indicating cellular connectivity does not disconnect. If this is accurate, and seems to work without issue, why would a simultaneous connection (when I'm not home, such as in my car) be an issue for the phone to connects to a cellular network for calls and data, and a wifi network to access the dash cam?

A third factor, which doesn't seem to be an issue (but it's interesting to note) is that my phone connects via Bluetooth to my car and has never conflicted with the dash cam's connectivity issue. I would hope there's a solution so that all three connection types make their connections automatically when available without disruption.
