Country/Region locked due to remaining balance

Hi. I would like to subscribe to iCloud but cannot put my credit card as a payment method because the billing address country/region is locked. I tried changing the country/region but cannot because I have a balance remaining on my Apple ID. However, I also can't spend all my remaining balance because store items are $__.99. What can I do to get rid of my remaining balance and/or change country/region lock?

Make a request to zero out any remaining balance on your account by contacting Customer Support by phone or chat:

Click ▶︎ Change Region. 🌐
