Storage Space of iPhone 6S

This is a 32GB iPhone 6S. I hardly have any files there - no photo/video. Minimal Aps. But the storage shows 100% full - 31.8GB out of 32GB. On analyzing the Storage - 25GB is held by "Other" which is supposed to be System Logs , Cache etc. I am not able to reduce this. I have tried several times of resting erasing all contents , changed the Apple ID but of no use. I have tried to do rest through iTunes but it does not work. Asking to disable Find My Phone - Even after disabling iTunes gives the same error message. Any solution ? IoS Version is 14.8.1. I cant upgrade to 15 as there is no storage space

(1) How to back up your iPhone, iPad, and iPod touch - Apple Support

(2) Restore your iPhone, iPad, or iPod to factory settings - Apple Support

(3) Restore your iPhone, iPad, or iPod touch from a backup - Apple Support


If it is still the same size then you have an app that generates excess uncategorised data.
