My son has screen time enabled with ask to buy. When he tries to download an app, it no longer send me a prompt to approve the app and if I type in my Apple ID into his phone, it says it’s incorrect. Help please

I tried all that, but I had to turn off ask to buy in order for my son to download an app. Another problem is he cant back up to iCloud as it says his storage is full. He has 3gigs left? We’ve already stopped his photos from being saved in the cloud and deleted his old phones backup. Help please
