Recovering Deleted Contacts:

Extract your iCloud Contacts:

Export these from a device (without being connected to the Internet). Once exported, contact to the internet, and then import them. If you don't export them without being contact to the Internet, then all will be gone, prior to attempting an export  So, Go Here: Import or Export a vCard in Contacts on iCloud.com - Apple Support. Once exported, power back up, and then restore them.

Use a Computer:

Important: Use a computer to perform this, as it would be more user-friendly doing so.

Then unfortunately, they were also probably deleted from your backup, since iCloud synchronizes changes between your iPhone and iCloud.

If it has been a day or more since you deleted the Contacts, unfortunately, they are gone.

If the Contacts were deleted and other devices are syncing with iCloud, how can the Contacts be exported from a device? They are already gone from the device when I have tried this.
