My old iPad quit working. I had to purchase a new iPad. How do I transfer my photos that were on iCloud storage to the new iPad?

If you had iCloud Photos turned on in the old iPad, turn it on in the new one and the photos will automatically sync with it. See: Set up and use iCloud Photos - Apple Support
If you aren't sure whether you had iCloud Photos turned on in the old iPad, use any internet browser and log into www.icloud.com and go to the Photos app there. Any photos that you can view there are iCloud Photos.
If you didn't have iCloud Photos turned on but do have an iCloud Backup, the photos will be included in the setup using the backup. See: Transfer data from your previous iOS or iPadOS device to your new iPhone, iPad, or iPod touch - Apple Support
