iPad has odd boxes around numbers

Won’t allow me to enter code to enter. Odd boxes around everything on display .. time .. and then on requesting passcode to restart .. won’t allow me to enter any codes

My ipad (ios 15) keeps loading whenever i try to enter passcode.
