If I send a text to someone when they’re out of service range then block them, will the text go through still once they get service?

Yes. But they’d never be able to text you back again because you blocked them.
Whether or not they get it will depend on how long they are out of service and possibly on whether the message is an iMessage or SMS. Carriers only hold SMS messages in the system for a few days. If the recipient's phone doesn't reconnect before then, they won't get it. You may have more time with iMessage though I'm not certain.
