My audio playback is totally messed up

I'm on 10.14.6, with a very fast CPU, an SSD drive with plenty of room, and lots of available memory (64Gb). I've had this problem before, it's triggered by a brief outlet power blip *even though* my computer and every peripheral is on a good UPS. I have no idea how the computer itself doesn't notice the power issue (it stays up and running) but the audio system does... But what I need right now is ideas on how to fix it. I have several USB microphones and this affects them all. When I do a test recording (with Zoom, with Audacity, whatever), the levels show that the microphone is hearing sounds, but the playback is either perfect copy of my speech BUT repeated many times over (and sometimes stepping on itself), or, horribly garbled audio that sounds like a dying robot.. I first killed and restarted coreaudiod, and then rebooted the whole machine, and it's still doing it! I was using Soundource (and mostly it works fine) but now I exited it, and it's still happening. How do I fix this? Last time a reboot fixed it, but not now.

Start with this of M1 Mac...

Start up a Mac with Apple silicon in safe mode

On your Mac, choose Apple menu  > Shut Down.

After your Mac shuts down, wait 10 seconds.

Press and hold the power button on your Mac until the startup options window appears showing available startup disks and Options.

Select a startup disk.

Press and hold the Shift key, click Continue in Safe Mode, then release the Shift key.

To leave safe mode, restart your Mac normally, without pressing and holding any keys during startup.

Start with this if IntelMac...

Safe Boot, (holding Shift key down at startup), does the problem occur in Safe Mode? Could take 10 minutes or more.

Safe mode attempts to repair Disks & clears lots of caches & loads safe Drivers, & prevents loading of 3rd party extensions, so if Safe Mode works try again in regular boot.

Have you done a PRAM reset, CMD+Option+p+r...

In fact, do 3 in a row, takes a bit of time.
